Begin with free advice and check lawyer costs
First, look at the deadline stated in your letter. If your income and assets are within the limits, Het Juridisch Loket offers free personal advice. A lawyer or mediator can request a toevoeging (subsidised legal-aid certificate) on your behalf. For most subsidised lawyer cases in 2026, your own contribution begins at €188 once the automatic discount is applied. Court fees and certain other costs are charged separately.
Time limits for government decisions
Most government decisions include a rechtsmiddelenclausule (legal-remedy notice). This notice explains whether you may file a bezwaar (objection), the address to send it to and the deadline. The standard objection period is six weeks. It begins on the day after the decision is officially notified. Check the notice to identify your deadline. The day you open the letter can be later.
Getting advice does not extend the objection deadline. When time is limited, submit a pro-forma bezwaarschrift (objection with reasons to follow):
- Find out which submission channel the body accepts.
- Name the decision you are objecting to.
- Say that your reasons will follow later.
- Add your name, address, date and signature.
- Send the objection through that channel before the deadline.
- Keep proof of sending.
- Provide your reasons by the deadline set by the body.
During an objection or beroep (court appeal), a government decision normally remains in effect. If the matter is urgent and you cannot wait for the outcome, ask about a voorlopige voorziening (interim measure). An objection or appeal must already be pending. The court requires proof of the urgency and charges a separate fee. Urgent civil cases follow different procedures. Ask a lawyer or the court registry which route fits.
Keep one deadline file
Keep the decision, envelope or digital notification, case number, contact history, contract, invoices and other evidence together in one file. Save screenshots and proof of each submission. Bring this file to every advice appointment.
When a regular IND residence-permit application is granted but you disagree with the start date or work endorsement, first collect your residence document. You must send your objection within four weeks after receiving that document.
If the IND rejects your asylum application, you must challenge it directly by court appeal. Contact your lawyer without delay. Follow the appeal deadline and the instructions given in your decision.
Free advice available from Het Juridisch Loket
Everyone can use the Het Juridisch Loket website and its Dutch sample letters. Free personal advice by phone or at a desk is available to people who meet the income and asset limits listed below. Call 0800-8020 free of charge from Monday to Friday, 09:00 to 17:00.
Every location has its own walk-in hours or appointment system. Before you travel, check Het Juridisch Loket contact page. If an appointment is required, book it first. You can also call to arrange a callback appointment. If necessary, an adviser can then set up a desk appointment.
When you request personal help in 2026, Het Juridisch Loket looks at your 2024 verzamelinkomen (taxable income) and your box 3 (savings and investments) assets. Your household type at the time you ask for help is used. The table shows the limits for each household.
Wide tables can be scrolled sideways.
| Household when you ask in 2026 | Maximum 2024 taxable income | Maximum 2024 box 3 assets |
|---|---|---|
| Single | €35,400 | €36,952 |
| Married or living with a partner | €50,000 together | €36,952 per person |
| Single parent with a minor child | €50,000 | €36,952 in total |
Even if you are above these limits, you may still receive personal help when any one of the following applies:
- You expect your income and assets for 2026 to be below the limits.
- You are receiving municipal debt assistance or statutory debt restructuring.
- A creditor has placed a beslag (seizure) on your income or assets.
If your figures are above the limits, the website remains available to you. Other possible sources of help include a rechtswinkel (volunteer law shop), your union, your legal-expenses insurer or a private lawyer.
Subsidised assistance from a lawyer or mediator
To obtain a toevoeging, a lawyer or mediator submits an application to the Raad voor Rechtsbijstand (Legal Aid Board). The Board reviews your financial situation and whether the issue requires professional help. It also considers whether a simpler solution could resolve the problem. You can use its lawyer register to find a lawyer by legal field and postcode. If you have a financial claim, check the minimum amounts and exceptions before you agree to paid work. Before agreeing to any paid work, ask whether the lawyer handles toevoeging cases.
The Board applies the peiljaar (reference year), which is usually two years earlier. A request made in 2026 therefore relies on 2024 data. Your current partner’s 2024 income and assets are counted even if the two of you did not live together in 2024. Dutch data comes from the Belastingdienst (Dutch tax authority). Foreign income and assets must be reported through your lawyer or mediator.
For ordinary legal aid in 2026, the box 3 asset limit based on 2024 is €36,952 for a single person or single parent. For partners, the limit is €73,904 together. The contribution table below lists the income limits. As explained below, lower current finances and debt rules can alter the assessment.
The table displays your 2026 eigen bijdrage (personal contribution) for each toevoeging after the automatic €69 discount. The income columns are based on 2024 figures. Family cases cover divorce, maintenance, custody and dividing property.
You can move wide tables sideways by scrolling.
| 2024 income: single | 2024 income: partner or single parent | Most cases | Family cases |
|---|---|---|---|
| Up to €25,200 | Up to €35,000 | €188 | €379 |
| €25,201–€25,900 | €35,001–€36,200 | €406 | €474 |
| €25,901–€27,500 | €36,201–€37,900 | €609 | €678 |
| €27,501–€29,800 | €37,901–€42,400 | €813 | €881 |
| €29,801–€35,400 | €42,401–€50,000 | €1,015 | €1,051 |
| Above €35,400 | Above €50,000 | No toevoeging | No toevoeging |
Since March 2020, the €69 discount has been applied automatically. You do not need a diagnosedocument (referral document) from Het Juridisch Loket to receive it.
A Lichte Advies Toevoeging (short-advice certificate, LAT) pays for up to three hours of help from a lawyer. In 2024, the lower LAT rates apply up to €25,900 for a single income or €36,200 for joint or single-parent income.
The table compares the 2026 contributions for mediation and LAT certificates. In mediation, the lowest income band uses the lower rate, while the other qualifying bands use the higher rate.
You can scroll wide tables from side to side.
| Service | Lower-band 2026 contribution | Higher-band 2026 contribution |
|---|---|---|
| Mediation | €69 | €138 |
| Ordinary LAT | €101 | €170 |
| Family LAT | €141 | €187 |
The €69 discount is not applied to mediation or LAT rates.
Example: you are single and your taxable income in 2024 was €24,000. If your assets and case meet the conditions, your contribution for an ordinary lawyer case in 2026 is €188 after the discount. A family case costs €379. Court fees and other expenses are added on top.
Your lawyer contribution does not cover court fees, document extracts, witnesses, experts, or an order to pay the opposing party’s costs. Request a written estimate covering every cost.
Warning
Separate bills for a different lawyer or additional work
If you appeal separately or need work funded on its own, you may need a new toevoeging and another contribution. Switching lawyer or mediator, or receiving approval for extra hours, brings a further contribution and the €69 discount does not apply. Before you agree to additional work, ask for a written estimate of the costs.
Peiljaarverlegging (using your current year’s finances)
With a peiljaarverlegging request, you ask the Board to base its decision on your income and assets for the current year. You may send it together with your original application. If you make the request after the first decision, the Board has to receive it within six weeks.
You may ask for this review if your application was rejected because your finances are above the limits. You may also ask for it after a high contribution when your income has dropped by at least 15%. If you already pay the lowest contribution, peiljaarverlegging is not available to you. Use the form for the year in which you applied for your toevoeging.
Debt schemes and help from your municipality with legal costs
When you are in Msnp (voluntary debt restructuring), Wsnp (statutory debt restructuring), or personal bankruptcy, you pay the lowest contribution. Hand the form for your debt scheme or bankruptcy to your lawyer or mediator. The debt-help guide sets out the two debt routes.
A temporary rule may apply if a creditor has seized your income or assets, which is called attachment. Ask your lawyer to find out which rule applies.
Bijzondere bijstand (municipal special assistance) can sometimes pay a required contribution or court fee. Your municipality makes the decision by looking at your situation, income, assets, and any other cover you can use. The money may be provided as a grant or as a loan. Check with your municipality before you pay.
Money from your case and paying back legal aid
Once a civil or administrative case funded by legal aid ends, the Board checks the financial result. This check is called a resultaatbeoordeling (financial-result review). Money that you are entitled to receive counts even if it has not yet been paid. For 2026, the result threshold is €19,239.50 per adult. If the result is at or above the threshold that applies, the Board can take back the toevoeging. In that situation, you may have to pay the lawyer or mediator’s usual costs. Before the case begins, ask in writing for the normal hourly rate and the expected number of hours.
When the Board intends to withdraw your legal aid, it will send you a letter. Serious circumstances, such as the other party not paying, can change the decision. Send your evidence before the deadline stated in that letter.
Court fees and assistance with paying them
In a kantonzaak (subdistrict-court case), the court fee, called griffierecht, is paid only by the person who starts the case. For a private individual in 2026, the fee ranges from €93 to €753, depending on the claim. The reduced amount is €93. To prove that you qualify for the reduced rate, send one of the following: a toevoeging, an income statement from the Board, or a copy of your application for a toevoeging.
The court fee has to be paid within four weeks. If the case begins with a dagvaarding (court summons), the four weeks start the day after the first court session. If it begins with a verzoekschrift (petition to the court), they start on the filing date. If you pay late, the court may not consider your case, but you will still owe the fee.
Asking for the reduced rate later is unusual and normally has to reach the court before the judgment. In a kort geding (urgent civil case), give your toevoeging or application to the court clerk at the hearing. If you were unable to do so for a reason that was not your fault, send the granted toevoeging within four weeks after the judgment. The clerk may then lower the fee. Whenever possible, send your proof at the beginning.
For 2026, a private individual pays €54 in certain administrative cases, including many cases about benefits and allowances. Other administrative cases that are not tax cases cost €200. If the court upholds your appeal in full or in part, the authority has to refund the fee.
The court adds your net income to the net income of any fiscale partner (tax partner). If the combined income is under the court’s limit, you may qualify for betalingsonmacht (inability to pay). You and any tax partner must not have assets available to pay the court fee. The home where you live is left out of this asset check. The monthly income limit is 95% of the maximum social-assistance amount for a single person: €1,331.43 from 1 January and €1,348.49 from 1 July 2026.
Request this exemption either in your appeal or before the payment deadline. If you request it in the appeal, send the court’s form back within two weeks from the date on the court’s letter. If you make a later request, use the return deadline that the court gives you.
Complaints, objections, and appeals
Which route you use depends on what you are challenging. A klacht (complaint) is about service or conduct. For some decisions, a different route applies, so follow the instructions in your letter.
Wide tables can be scrolled sideways.
| What you challenge | First route | What can follow |
|---|---|---|
| Service or conduct by a government body | Complain to that body | Its answer, then the relevant ombudsman (complaints investigator). This route leaves any objection or appeal deadline unchanged. |
| A government decision | Send a bezwaar to the body that made the decision, normally within six weeks of formal notification | A beroep asks the administrative court to review the decision on objection |
| Urgent effect of a government decision | Start objection or appeal and request an interim measure | A judge may order a temporary measure; urgency, evidence and a separate fee apply |
The Nationale ombudsman (national complaints investigator) usually says that you must first complain to the organisation itself. If you are not satisfied with its response, or if six weeks pass without a response, you can ask for help. The organisation may add four weeks to that response period. Some municipalities and authorities have their own ombudsman. Do not miss any separate deadline for an objection or appeal.
If your letter is about a fine from DUO (Dienst Uitvoering Onderwijs, the Dutch education service) for inburgering (civic integration), look at the guide to civic integration fines. Follow DUO’s instructions for making an objection and the sending route shown on your decision letter.
Help with rent, work, and other problems
Some services give advice, offer support, or take reports. Others make a decision or give a non-binding opinion. The table shows what result each route can provide.
Wide tables can be scrolled sideways.
| Problem | Route | Result and limit |
|---|---|---|
| Rent, service costs or maintenance within the Huurcommissie (rent tribunal)’s scope | Huurcommissie | Tenant fee €25 in 2026. A low-income exemption may apply. A complete win refunds the fee. Most rulings bind both sides; some procedures end in advice. |
| Underpayment, excessive hours, unsafe work or labour exploitation | Nederlandse Arbeidsinspectie (Netherlands Labour Authority) | Free report for enforcement by phone from the Netherlands. For underpaid statutory minimum wages or minimum holiday allowance, the Authority can require back payment. Ask a union or lawyer about recovering other unpaid wages. |
| Discrimination | Discriminatie.nl (discrimination advice service) or the College voor de Rechten van de Mens (human rights institute) | A regional office gives free advice and can help you talk with the other party. The College can issue a non-binding opinion under equal-treatment law. |
| Government service or conduct | The body’s complaint route, then the Nationale ombudsman | Free review of conduct after your own complaint. The Ombudsman does not decide whether the underlying government decision is legally correct |
These services provide advice and support for asylum matters, forms, consumer purchases, or general legal questions:
Wide tables can be scrolled sideways.
| Problem | Route | Result and limit |
|---|---|---|
| Asylum and early settlement as a refugee | VluchtelingenWerk Nederland (refugee support organisation) | Guidance and practical support; a lawyer handles legal representation when required |
| Benefits, allowances, tax letters, debt and forms | Local sociaal raadslieden (social-legal advisers) | Free, confidential practical help where the municipality offers it. Ask your municipality about eligibility and tasks. |
| Consumer rights | ACM ConsuWijzer (official consumer advice service) | Official information and sample letters. A supplier, dispute body or court still decides or settles the individual dispute |
| General questions outside personal Loket eligibility | A rechtswinkel (volunteer law shop) | Free or a small fee; opening hours, income rules and depth of help vary |
Interpreter arrangements and what they cost
If an interpreter is needed, a lawyer working under a toevoeging can arrange one with a subsidy, in principle in any legal field. The Board pays its contracted service directly. You do not have to pay that bill in advance.
At a normal civil or administrative hearing, you have to arrange and pay for your own interpreter. Depending on your income and assets, subsidised help may be available.
The rules are different for criminal procedures.
In the standard procedure for an asylum interview, an interpreter translates into a language you understand. The Board arranges a lawyer, usually at no cost.
Ask your lawyer, advice service, or the court who arranges and pays for the interpreter in your case.
Insurance, union help, and advice when your income is above the limits
A rechtsbijstandverzekering (legal-expenses insurance) is optional. Your policy states which problems are covered. Cover can include advice, negotiation, letters, mediation, court help, and certain extra costs up to a limit. Disputes that already exist or are foreseeable are not covered. Before you hire someone outside the insurer’s network, ask the insurer about cover.
Whether your union can give legal help hinges on your membership agreement, the issue involved, and any waiting periods. Look into your own union first, before you pay a private lawyer.
As an illustration, CNV (trade union) handles certain disputes about work, income, and social security. CNV provides advice after it receives your membership application. If a dispute already existed, or began within your first three months of membership, advice is limited to a maximum of two hours. Normally, legal representation applies to disputes that arise after those first three months, though the terms may list exceptions.
Frequent issues: cover turned down or income over the thresholds
When an insurer denies cover, start by using that insurer’s complaint procedure. If the response leaves you dissatisfied, Kifid (financial complaints institute) may review your complaint. The insurer must be affiliated with Kifid.
If your income is above the legal-aid limits, the Loket website, ACM ConsuWijzer, and many rechtswinkels remain options for self-help. For a rental problem, the guides to address-registration problems and rental scams explain the first checks.
Legal aid when a financial claim is small
For 2026, the usual minimum financial interest is €500 for a toevoeging, €250 for simple advice, and €1,000 for cassatie, which is review by the highest court. The Board values periodic payments over a period of up to two years. The Board can make an exception when serious interests or personal circumstances make legal help necessary for access to justice. Ask for that assessment if your claim is below the usual minimum.
