Toeslagen (allowances) in 2026: choose the right benefit

If you are new to the Netherlands and want to compare Dutch allowances, this guide shows you which income is counted, how to review your household situation, and what steps to take if your payments change.

Toeslagen
On this page

Four separate allowances help with different types of household expenses.

Toeslagen can help with the costs of health insurance, rent, childcare, and children below age 18, but each has its own rules. First check the proefberekening (trial calculation), then submit your application via Mijn Toeslagen (benefits portal). For 2026, you can still claim the three allowances that are not for childcare up to 31 December 2027. If you qualify for childcare allowance, apply within 3 months after the month in which you first meet the conditions. Any advance payments that were too high must be paid back.

This guide is meant for newcomers living in the Netherlands; it also describes the situations in which a household abroad requires a separate check.

How do the allowances and repayment process operate?

All four allowances are managed by Dienst Toeslagen (benefits service). When you apply for the current year, you get a voorschotbeschikking (provisional award), and monthly advances are paid according to the annual income you expect. In most cases, you apply only one time. The allowance keeps running in following years as long as you still satisfy the conditions; kindgebonden budget (child budget) can begin automatically.

Once the year is over, Dienst Toeslagen calculates the definitieve berekening (final calculation) using your actual final income and other verified details. If your advance was too low, you are paid the difference. If your advance was too high, you have to repay the difference. A monthly payment does not mean your right to that sum is final.

Which income do you need to fill in?

The income that counts is toetsingsinkomen (annual income used for allowances). If you submit an income-tax return, it is your verzamelinkomen (total taxable income) shown on the final tax assessment. If you do not, it is your taxable wage. Holiday pay and income earned abroad may be included. You should estimate for the entire calendar year, even if you apply for only part of that year. For assistance with your return, see the Dutch income tax guide.

Your toeslagpartner (benefit partner) is the person whose income, and when applicable assets, are counted together with yours. For huurtoeslag (rent benefit), the income of most medebewoners (co-residents) is also counted. The household rules below show who is included.

Within 4 weeks, you have to report any relevant changes. Use Mijn Toeslagen or, for the changes it can handle, the app Toeslagen. The official list of changes to report sets out how to report each type of change. The following changes may affect your allowance:

  • Your income changes, or your benefit partner’s income changes. For rent benefit, this applies as well to a co-resident whose income is counted.
  • You get a benefit partner or no longer have one, or someone registers at your address or moves out.
  • Your bare rent changes, or you move. Starting in 2026, service costs are not included in the rent-benefit calculation.
  • Your childcare arrangements change, or you begin or end work, study, an integration course, or a programme that prepares you for work. Changes in childcare include the number of hours, the hourly rate, or the provider.
  • Your health insurance or residence status changes, or you leave the Netherlands. Report the change; certain allowances may continue when you are abroad.

What household information do you need?

Your spouse or registered partner is usually your toeslagpartner. An unmarried person who lives at your address can also count if at least one of the official partner tests is met. Examples are a notarial cohabitation contract, having a child together, registration as pension partners, or owning a home together. You may have just one benefit partner. Use the official benefit-partner check to check your own situation.

From January 2025 onward, your parent or child is not your benefit partner. This also applies to stepchildren, stepparents, foster children, and foster parents. They can still count as co-residents for rent benefit. The checker does not include every exception for housing a Ukrainian refugee or an au pair. In those situations, use the benefit-partner rules.

A partner’s income matters for all four allowances. A partner’s assets are relevant for healthcare benefit, child budget, and rent benefit; childcare benefit has no asset limit. Rent benefit also usually counts other registered co-residents. A spouse who is registered at another address normally still counts for the other three allowances, but that spouse’s income and assets are not included in your rent-benefit calculation.

What residence status and identification are required?

Dutch nationality, or a residence status that entitles you to allowances, can make you eligible. As a rule, your benefit partner also needs lawful residence. For rent benefit, co-residents who are 18 or older are checked as well. A partner who is waiting for a decision on a permit may fall under an exception. If there is an objection or appeal, the partner must be permitted to wait in the Netherlands. Rent benefit has comparable exceptions for adult co-residents.

A burgerservicenummer (BSN, citizen service number) is required for the people involved, including your child when you apply for childcare. The usual way to log in is DigiD (digital government login). Mijn Toeslagen also accepts eIDAS (European digital identification). The first 90 days checklist explains the order for BSN and DigiD. If you are unable to apply online, the BelastingTelefoon (tax information line) can provide help.

Which assets do you need to check?

For the three allowances that have an asset limit, look at the assets you held on 1 January 2026. Savings and investments count as assets, including those outside the Netherlands; the home you live in and your car do not count. The official asset rules explain what you should include.

If your child is under 18 on 1 January 2026, your child’s assets are normally counted together with yours. When you and the other parent no longer live together, usually only half of your minor child’s assets are counted. If you have parental responsibility alone, the entire amount is counted. Check the asset rules for separated parents.

Exceptions exist. If someone is your benefit partner for only part of the year, that person’s assets are not counted. Rent benefit also leaves out the assets of a co-resident who lives with you for only part of the year. Certain special assets are excluded. Before you conclude that you cannot qualify, ask Dienst Toeslagen to check these cases.

Which allowance might you be able to receive?

Pick the row for the expense you need support with: health insurance, rent, childcare, or children under 18, in that order. Review its main conditions and the 2026 figures, then read the exceptions below. Use the proefberekening (trial calculation) to estimate how much you could get.

Wide tables can be scrolled sideways.

AllowanceMain conditions2026 figures
zorgtoeslag (healthcare benefit)Age 18 or older; qualifying health insurance and premium payment; lawful residence; income and assets within limitsIncome: €40,857 alone or €51,142 jointly with a benefit partner. Assets on 1 January: €146,011 alone or €184,633 jointly.
huurtoeslagRegistered tenant; usually a self-contained home; qualifying household; income and assets low enoughNo single income limit. Calculation uses bare rent up to €932.93, usually €498.20 if the oldest resident is under 21. Asset limits apply.
kinderopvangtoeslag (childcare benefit)Paid registered childcare; you and any partner work or meet an exception, such as an approved programmeNo income or asset ceiling. Up to 96% within maximum hourly rates; at most 230 hours per child per month.
kindgebonden budgetChild under 18; child-benefit record usually in your name; income and assets low enoughNo single income limit. Assets on 1 January: €146,011 alone or €184,633 jointly with a benefit partner.

Can you get zorgtoeslag?

Zorgtoeslag is intended for people who are 18 or older and have qualifying Dutch basic health insurance. You also have to pay a premium for that insurance. If you pay no premium, such as while in detention, you cannot get zorgtoeslag. Certain insurance arrangements through the CAK (central administrative office) can also meet the requirements. Visitor insurance, voluntary foreign-student insurance, and ordinary foreign policies do not meet them. Check the insurance policies that qualify. The health insurance guide explains when Dutch insurance is mandatory.

For 2026, your yearly income may be no more than €40,857 if you have no benefit partner, or €51,142 if you have one and are assessed together. Assets on 1 January 2026 may be no more than €146,011 if you are alone or €184,633 if you are assessed jointly. If the assets that count are above the limit on that date, you cannot receive zorgtoeslag for that year. If they drop below the limit later in the year, that does not bring the allowance back.

In 2026, the monthly healthcare-benefit amounts can go up to €129 if you have no benefit partner, or €246 if you have one and are assessed together. These rounded maximum amounts apply when yearly income is up to €29,500 and decrease as income increases. If your partner does not have qualifying insurance, you may receive half of the couple amount, but your partner’s income is still counted. Check your household in the calculator.

Can you get huurtoeslag?

A rental contract is required, and you must be registered at the address. Usually, the home has to be self-contained. Certain designated homes that share facilities may still be eligible. The residence rules apply to you, your benefit partner, and any adult co-residents. In general, applicants must be at least 18; a few limited exceptions exist for applicants who are younger. You have to pay the rent and prove payment using bank statements.

Your rent, age, and household determine the income limit. According to 2026 rent-benefit rules, a high rent no longer prevents eligibility. Service costs do not count; the calculation includes only bare rent. Bare rent is capped at €932.93 for the calculation. When the oldest resident is younger than 21, the cap is usually €498.20.

As of 1 January 2026, your assets may not exceed €38,479 if you have no partner, or €76,958 if you have a benefit partner. Every other co-resident may hold no more than €38,479. If one co-resident exceeds their own limit, the claim can be blocked, unless the part-year and special-asset exceptions described above apply. huurtoeslag guide covers the housing exceptions and how to apply.

Are you eligible for kinderopvangtoeslag?

To receive kinderopvangtoeslag, you and any benefit partner usually must have paid employment or be in a qualifying study programme, a programme that leads toward work, or a compulsory integration course. The residence rules must be met. Normally, your child lives with you and is registered at your address; an exception applies for co-parents. A signed childcare contract is required, and you must pay a share of the bill yourself. You need bank statements to show that payments were made on time.

In the Netherlands, childcare must be provided in the Landelijk Register Kinderopvang (LRK, National Childcare Register). If childcare is registered abroad, a different route applies.

If your partner is abroad, they must also work or satisfy a qualifying exception. From 4 March 2022 onward, having a partner who lives outside the EU (European Union) no longer automatically makes you ineligible for childcare benefit. childcare-benefit conditions explains the work and programme requirements.

An inburgeringscursus (civic integration course) has to be compulsory, and its language course must be at an approved school. A course offered through your gemeente (municipality) may qualify; ask the municipality about your specific course. An approved literacy course taken before integration can also qualify. Language courses taken after you pass the integration exam do not qualify on that basis. official integration-course rules for childcare benefit explains these situations. guide to who must integrate explains the integration obligation.

There is no income or asset ceiling for kinderopvangtoeslag. The percentage you get depends on your joint income, how many children you have, and which child is counted as the first child. In 2026, when your joint income is no more than €56,412, you can receive 96% of qualifying childcare costs up to the maximum hourly rate. The 2026 childcare-benefit hourly limits are €11.23 for day care, €9.98 for after-school care, and €8.49 for childminder care.

You are responsible for the remaining share and for any amount charged above the maximum rate. Benefit is available for no more than 230 childcare hours per child each month. You must apply within 3 months after the month in which you first qualify; if you apply later, you can lose payment for earlier months.

Example for October 2026: your household is eligible and your joint yearly income is €40,000. Your child uses 100 hours of day care at €12 per hour. The bill comes to €1,200. Because the benefit calculation covers only €11.23 per hour, it uses €1,123 of that bill.

Before rounding, 96% of €1,123 equals €1,078.08. You pay €121.92: the remaining 4% plus the entire amount above the hourly limit. This example assumes that all 100 hours qualify. The actual amount you receive depends on the details in your application.

Are you eligible for kindgebonden budget?

Kindgebonden budget provides help with the costs of children younger than 18. Usually, it is paid to the parent named on the kinderbijslag (child benefit) record at SVB (Sociale Verzekeringsbank, social insurance bank). If your child is 16 or 17, you may qualify even if you do not receive kinderbijslag. Check child-budget conditions.

No single income ceiling applies. The amount you get depends on your joint income, whether you have a benefit partner, how many children you have, and their ages. On 1 January 2026, assets may be at most €146,011 if you have no partner, or €184,633 jointly, unless the part-year exception above applies.

You must have a residence status that gives you the right to allowances. Normally, your partner also needs lawful residence. If your child is Dutch or lawfully resident in the Netherlands, your partner does not need a valid residence permit. You still need a residence status that gives you the right to allowances, and you must satisfy the other conditions. child-budget residence rules explains the exception.

When you already get zorgtoeslag, huurtoeslag, or kinderopvangtoeslag, Dienst Toeslagen usually grants kindgebonden budget automatically if you qualify. If you do not receive any other allowance, you must apply yourself. If you think you should get child budget but no notice comes, check whether the child-benefit record and the application are in the right parent’s name, and then apply if necessary.

What makes kinderbijslag different from toeslagen?

The SVB manages kinderbijslag and pays it after every quarter. For the current year, Dienst Toeslagen pays the four allowances as monthly advances. Kinderbijslag is based on your child’s age, not on household income. You apply through the SVB; Government.nl child-benefit application page explains how. The SVB child-benefit record usually determines which parent receives kindgebonden budget.

If your family is new to the Netherlands, arrange the required BSNs, apply for kinderbijslag where it is needed, and then check the allowances. kinderbijslag guide explains the quarterly payment and claim rules.

How can you check and apply?

If the childcare deadline is close, apply for childcare before the other allowances. Child budget may begin automatically. Save the calculation inputs and result so you can update them later. Take these steps:

  1. Use the official benefit-partner check to see who counts in your household.
  2. Collect estimated full-year incomes and, when relevant, 1 January assets, bare rent, household dates, the childcare contract, hours, and hourly rate.
  3. Use those facts to run the official proefberekening.
  4. In Mijn Toeslagen, apply for every allowance whose conditions you meet.
  5. Verify that the household, income, and other details on the award are correct.
  6. Save the award.

The calculator provides an estimate; Dienst Toeslagen makes the decision on your application. If you live abroad, the tool cannot calculate childcare benefit or child budget. It also leaves out special assets and certain rent-benefit cases that involve special income, care at home, or a household member who is away for more than a year. Ask Dienst Toeslagen to check those cases.

How to apply for Dutch allowances page explains help by telephone and by appointment. Mijn Toeslagen is in Dutch.

You can claim zorgtoeslag, huurtoeslag, and kindgebonden budget for 2025 until 31 December 2026. For 2026, the deadline is 31 December 2027. If you or your partner receive an approved extension for filing income tax, you may have more time. For rent benefit, an extension granted to a co-resident can also count.

If you stopped an allowance earlier, a separate review route may allow you to restart it for that same year after the normal deadline. You must write to Dienst Toeslagen and ask for a review of the stop decision. allowance application deadlines page explains this exception.

Warning

Protect the first month of your childcare benefit

If your child begins childcare in September 2026 and you meet all conditions at that time, an application submitted after 31 December 2026 will lose the payment for September. Childcare has this shorter deadline. To claim September, apply by 31 December 2026.

You may use a foreign account, as long as it is a current account held in your name. Send a signed letter containing the account details and the documents that the foreign bank-account instructions requires. Attach recent copies of valid proof of identity and bank documents, and stay within the page's 2-month limit for documents. The authority will send a confirmation letter within 3 weeks. Plan for that processing period.

When will your allowance arrive?

Normal advance payments come on the 20th and cover the next month. When the 20th is a weekend day or a public holiday, the payment is made on the next working day. The remaining official payment dates for 2026 are listed here:

Wide tables can be scrolled from side to side.

Payment dateMonth covered
20 October 2026November 2026
20 November 2026December 2026
21 December 2026January 2027

Different banks may credit payments at different moments. On the payment day, several allowances can be paid separately. According to Dienst Toeslagen, every allowance arrives by midnight on the payment day. To see the amount paid for each allowance, look in Mijn Toeslagen under Uitbetaald (payments made).

If you claim for the current year, your first advance comes after the provisional award and is paid on a regular payment day. Should that payment day already be past, you wait for the next one. The first-payment instructions for allowances explain the timing.

When you apply for 2025, no provisional award is given. You have to wait for the final calculation.

What can go wrong?

What happens if your income increases?

An advance is based on estimated yearly income. The final calculation uses your verified annual income. Tell them your new estimate within 4 weeks. Change the facts rather than ending an allowance simply because your income has changed. Keep the new award. If the annual income used for your household is above its zorgtoeslag limit, you cannot get it. The other allowances follow their own rules.

Assets are handled differently. For healthcare benefit, rent benefit and child budget, the situation on 1 January usually determines the whole year. Childcare benefit does not test assets.

When your income is uncertain, you can also apply later for the three allowances that are not childcare, as long as you meet their deadlines. This means you wait for the money instead of getting monthly advances. The employment contracts guide explains pay such as vakantiegeld (holiday pay).

What if your partner has a permit application pending or lives outside the Netherlands?

Look at the residence rule for the allowance you want. You must have a status that gives you a right to it. Usually, your partner also needs lawful residence. Your right can be preserved by a pending decision on a partner permit, or by permission to await an objection or appeal. Rent benefit also checks adult co-residents; child budget has the child-status exception described above.

Rent benefit applies to a home in the Netherlands. Healthcare benefit depends on insurance; if your partner is uninsured, the amount can be lower. Childcare benefit usually requires both partners to work or to meet an exception that qualifies, including when a partner is abroad. Child budget abroad depends on SVB child benefit and cross-border family-benefit rules. Before you decide that you cannot apply, ask Dienst Toeslagen to check your household.

What if you no longer satisfy a condition?

Tell them what changed within 4 weeks. A higher income or different assets usually means you must update your details. If your right to an allowance ends, follow the instructions for stopping an allowance. Certain changes stop it automatically; other changes require you to act in Mijn Toeslagen. The app cannot stop a whole allowance. If you stop future payments, that does not cancel a repayment you owe for earlier months.

When you stop working, childcare benefit can keep going for 3 months starting on the first day of the next month. After that, you may use qualifying unused hours until the end of the year. Completing a study, work programme or integration course does not create this 3-month period, though unused hours may still remain. The unused childcare-hours rules explain the difference. Report the change, including when a child leaves care, and end the benefit once you no longer qualify.

If you move abroad, rent benefit stops. Healthcare benefit, childcare benefit and child budget may sometimes continue under cross-border rules. Report the move and ask which allowances can continue in your situation.

What if a calculation is incorrect or you are unable to repay?

For a provisional award for the current year, first correct the facts in Mijn Toeslagen or in the app if that is supported. A formal objection is usually not needed. If you want to challenge a final calculation or another decision, object within 6 weeks of the date on the decision. If the calculation is right but you cannot repay the amount, use the repayment route.

Follow the repayment letter. A payment arrangement can spread repayment over no more than 24 months. If that leaves too little to live on, ask for a personal payment arrangement; it may lower the monthly amount. Repaying monthly means interest is charged. Ask for help before the payment deadline in the letter.

What should you check after something changes?

After a new job, a move, a change of partner, an insurance change or a childcare invoice, check your details in Mijn Toeslagen. Check them again before the end of the year. Keep the provisional award, the inputs used for the calculation, childcare invoices and bank payments, rent records, residence documents and confirmations of changes. Report changes within 4 weeks; use the new award to check that they were processed.
