Sign up for social housing, and look for private rentals as well
To get sociale huur (social housing), sign up with a regional housing portal or a housing corporation. Also look for private rentals and rooms, because waits for social housing can last years. Before you apply, check the total rent, the income you need, and the rules for registering your address. Before you send documents or pay, confirm the home, the landlord or agent, and the written conditions.
This guide is meant for newcomers who are searching for a room or home in the Netherlands. It follows the process from searching and applying to checks and the handover of keys. Use the Dutch rental-contract guide before you sign. To check the rent and points in full, use the rent-protection and points guide.
Pick the rental routes that fit you
If you are eligible, try more than one route. Look at the home’s facilities, its woningwaarderingsstelsel (WWS, rent points system) score, the starting bare rent, and the allocation rules. The standard rent limits shown below apply to contracts that start in 2026.
Wide tables can be scrolled sideways.
| Route | Where to start | What to check | Limit |
|---|---|---|---|
| Corporation social housing | Ask the gemeente (municipality) which regional portal and woningcorporaties (housing corporations) serve the area | Income, household size, listing conditions, priority and any housing permit | Waiting can take years. Registration alone gives no guarantee. |
| Regulated middenhuur (middle rent) | Check corporations, municipal or developer portals and private listings | For new 2026 contracts: normally 144–186 WWS points and starting bare rent above €932.93. Standard ceiling at 186 points: €1,228.07 a month. | Check the project’s income and allocation conditions. |
| Vrije sector (free sector) | Set alerts on listing platforms and direct landlord or manager sites | For a new 2026 contract: at least 187 points and starting bare rent above €1,228.07. Check the landlord’s income criteria too | A response or viewing gives no guarantee of an offer. |
| Room or other non-self-contained accommodation | Check room platforms, student providers, corporations and local landlords | Use the self-contained WWS test below to check whether the room points system applies. Check any sharing permit. | Confirm permitted occupancy and Basisregistratie Personen (BRP, Personal Records Database) registration. |
| Student housing | Register with the student provider and check your institution’s reserved housing | Study status, campuscontract (student or PhD tenancy) conditions, registration time, introduction night or booking date | Long Stay (long-term housing) and Short Stay (temporary housing) use separate registration routes at some providers. |
| Adapted or accessible housing | Tell the corporation which features you need; ask the municipality about support | Any Wet maatschappelijke ondersteuning (Wmo, Social Support Act) decision, care indication or urgency conditions | Check available homes and local priority rules before relying on this route. |
Rent surcharges are allowed for some new homes that qualify and for listed historic buildings. Do the points check instead of assuming a higher price means the home is free-sector housing.
Before you send money or a complete set of documents, open the listing on the platform or on the landlord’s own website. Make sure you know the exact home and who owns or manages it. Request the selection procedure and the draft terms.
See the home before you pay. If you cannot visit, ask a trusted person to go and check it for you. A live video is only an extra check; it does not replace a visit. Do not pay until you have checked the home, the landlord or agent, and the written conditions.
Sign up for social housing where you live
Use the Rijksoverheid (Dutch government) rental-search plan to find the regional portal and housing corporations. Register before you respond to listings. On that portal, check the fee, the renewal date, and the ranking method.
For 2026, the main yearly income limits for housing corporations are €51,537 for one person and €56,910 for a household of 2 or more. The Volkshuisvesting Nederland (government housing portal) confirms these amounts.
A limited number of allocations above those limits may be possible. In 2026, the standard social-rent ceiling is €932.93 at 143 points. Also check the income and household conditions in the listing.
Wide tables can be scrolled sideways.
| Rule | What to check | Action |
|---|---|---|
| Find the correct region | Which municipalities and corporations the portal covers | Follow the municipality or corporation’s own links to avoid a look-alike registration site. |
| Register and renew | Entry fee, renewal, age limit, account expiry and whether a move affects time or points | Save the confirmation and renewal date. Keep income, household and contact details current. |
| Respond to listings | Response deadline and the conditions attached to each home | Read every property label and upload only the documents that portal requests. |
| Allocation order | Registration time, local points, priority, direct rental, lottery or a combination | Check the ranking method on that listing; do not infer it from another region. |
| Income and household match | Corporation rules, passend toewijzen (income-matched allocation), household size and any huisvestingsvergunning (housing permit) | Use current household income evidence and apply for the permit only through the municipality. |
| Urgency or accessibility priority | Whether health, safety, demolition, family size or accessibility needs qualify under the local rules | Read the urgency rules before paying for help. An application gives no guarantee of housing. |
Waiting times vary by location, home, and price. For some homes, direct rental or a lottery is used. Continue responding to suitable offers while you build up registration time.
Ask the municipality about its urgency rules. If the municipality has no such rules, the housing corporation may sometimes set its own. Before you pay anyone to help with an application, read the conditions.
For instance, DĀK Regio Amsterdam (regional housing portal) gives wachtpunten (waiting points) for registration time and zoekpunten (search points) for active searching. Situatiepunten (situation points) and startpunten (starter points) count only in specified situations. The Amsterdam rental page explains this local system. Its housing guide (PDF, about 917 KB) lists these four types. Check which system your own region uses.
Private landlords who offer social rentals are not required to use the housing corporation income limits. Check who provides the home and which income rules apply.
Find out who manages each listing
Open the original listing and see who handles it: the platform, the landlord, a property manager, or an agent. If you hire your own search agent, ask whether that agent also works for the landlord of the home you want.
Wide tables can be scrolled sideways.
| Channel | What it offers | Cost | Limit |
|---|---|---|---|
| Funda terms of use | Listings for homes to rent or buy | Browsing and sending a listing enquiry do not create a mediation contract with Funda. Ask the advertiser to explain any fee before agreeing to it. | Confirm availability and selection with the named advertiser. Funda does not guarantee that listings are current. |
| Pararius home-seeker questions | Rentals published by agents, managers and housing providers | Registration and responses are free. Pararius+ offers optional paid alerts and profile tools | The advertiser manages availability and chooses the tenant. Paying for alerts does not guarantee a home. |
| Kamernet Premium plans | Rooms, studios and shared homes | October 2026: €29 for 2 weeks, €39 for 4 weeks or €79 for 12 weeks. All are recurring subscriptions; check the renewal terms below. | A subscription does not guarantee that the advertiser may rent out the home. |
| Direct landlord, manager or corporation portal | The provider’s own homes and application rules | Check any registration or project fee | Verify the website address and renewal conditions. |
| Agent you hire to find a home | A search under a separate agreement with you | An agreed fee may apply for a home outside the agent’s own rental stock | An agent working for the landlord cannot charge you mediation costs. |
A landlord may not charge you for drawing up the rental contract. If an agent works for the landlord, that agent cannot charge you for the mediation, even if the fee is called administration, registration, contract, or letting costs. Ask in writing who the agent represents and what any charge covers. A separate search service that you commission independently has its own agreement; the fee rules in the table still apply.
Kamernet’s current Premium plans show the three recurring options above, including value-added tax. They no longer list the former one-off six-month offer. Check the prices again before you buy.
Kamernet’s help page states that each plan renews for the same period. Its September 2026 subscription terms (PDF, about 181 KB) instead say that the 4-week and 12-week plans renew monthly after the initial period, while the 2-week plan renews every 2 weeks. Before you pay, check the renewal period and price on your order. To avoid another charge, cancel at least 24 hours before the next billing date.
Check the rent and conditions for the home
Save the advertisement before it is changed. Only compare total costs once you know what each rent includes.
Wide tables can be scrolled sideways.
| Listing field | What to establish | Why it matters |
|---|---|---|
| Exact home | Full address, unit or room number, floor, size and viewing access | It lets you compare the offer with the actual door, photos, manager and later contract. |
| Self-contained or room | Own entrance, kitchen, toilet and shower or bath; also check who will live there | The facilities and household determine which rent points system applies. See the home-type check below. |
| Rent breakdown | Kale huur (bare rent), servicekosten (service charges), gas, electricity, water, internet, furniture and local charges | Ask for separate amounts and which advances will be compared with actual costs. |
| Segment and point count | Starting bare rent, contract start date and WWS point calculation | Use these facts to check whether rent protection applies. |
| Term and conditions | Available date, fixed or open-ended term, furniture, pets, sharing and any target-group condition | Check eligibility and departure terms for short-stay, campuscontract or employer-linked housing. |
| Occupancy and registration | Permitted residents, room-sharing approval, any municipal permit and BRP registration | A room can be a valid address. Investigate a “no registration” condition before accepting. |
Under the WWS, a zelfstandige woonruimte (self-contained home) has its own entrance or front door, kitchen, toilet, and shower or bath. It also has no more than 2 residents, or 3 or more residents who form a lasting shared household, such as a family. Students who share a home usually do not meet that household condition. For this classification, use the occupancy agreed with the landlord. If the home fails this test under that agreed occupancy, the points system for onzelfstandige woonruimte (non-self-contained accommodation) applies.
Subletting, or moving another person in without permission, does not by itself change the points system. A change that is agreed can affect the classification.
Special rules apply when a main tenant sublets to one other household. The part kept by the main tenant can remain self-contained if only their household occupied the whole home for at least 2 continuous years before the subletting. The incoming household must have a rental agreement with the main tenant. Before you rely on the advertised home type, ask which points check applies.
Use the Huurcommissie (Rent Tribunal) Huurprijscheck (rent check) to find the correct home type. Since 1 January 2025, landlords must provide a points calculation with new rental contracts. The rent-protection and points guide explains maximum rents and deadlines for challenging them.
Use the rent-benefit guide to calculate possible huurtoeslag (rent benefit) separately. Check whether your budget can cover the total rent while your application is being decided.
Apply in stages
Do these steps in order. At every stage, share only the information needed for that decision, and meet the stated deadline.
- Create search filters and alerts for your area, total budget, home type, household, move date, and accessibility needs. Keep nearby areas and several suitable routes open.
- Reply through the platform or a verified provider. Include a short introduction, household details, your desired start date, and the income or eligibility facts requested. Keep identity copies for a verified document request.
- Request the selection criteria and order, the rent breakdown, viewing arrangements, and the exact document list. Stop if the advertiser hides the address or asks for money for a viewing or reservation.
- Visit the home. Compare its address and condition with the listing, test essential facilities, and ask who handles repairs. Note the meters, furniture, and defects. Also verify the landlord or agent.
- Send the requested evidence through the verified channel. Protect copies, give files clear names, and save what you sent together with the advertised terms.
- Ask for the selection result in writing. If you are rejected, ask for the reason or check the portal ranking under the rules below. If you are selected, request the complete draft terms before you agree to pay.
Landlords and agents must publish a clear selection procedure and use objective criteria. They must also explain why another applicant was chosen, except for housing corporations that use a woonruimteverdeelsysteem (housing-allocation system). Those corporations do not have to give an individual explanation for a rejection. Instead, check the portal’s ranking and complaint procedure.
Find out how the listing decides the order of applicants: is it based on when they registered, a lottery, the first valid reply, or some other method that has been made public? The deadline for responding shows when you need to apply, while the method described shows how the selection is made.
Keep the documents you send safe
The official viewing-document guidance gives examples of documents that a provider may request. The table helps you check the request; you do not need every item for every application. Ask which document is needed, why it is needed, and at what stage.
Wide tables can be scrolled sideways.
| Evidence | Check the request | Protect the copy | Ask the provider |
|---|---|---|---|
| Identity | Valid passport, identity card, driving licence or residence document | Verify the recipient. Conceal the burgerservicenummer (BSN, citizen service number) and add recipient, purpose and date as a watermark | Can you show the original at the viewing? Which protected copy is needed later? |
| Employment income | Payslips, annual statement, employer statement or employment contract requested by the provider | Share only relevant pages and protect unrelated personnel identifiers | How many months are needed? Do allowances or your partner’s income count? |
| Self-employed or other income | Tax assessment, accountant’s figures, benefit statement, pension or student-finance overview requested by the provider | Use official documents where available. Keep figures unchanged. | Which income types and periods are accepted? Is an average over several years needed? |
| Household | Moving adults, household composition and any required BRP extract | Share household information about people moving with you. Provide anyone else’s household data only if the applicable allocation rule requires it. | Which household definition applies to this allocation or permit? |
| Bank or savings evidence | Any requested savings or payment-capacity evidence | Ask whether a balance-only document is enough. Hide unrelated transactions where permitted. | Are savings accepted for this listing, and how are they assessed? |
| Reference or borgsteller (guarantor) | Any requested previous-landlord statement or guarantor identity and income evidence | Check that the landlord accepts a guarantor before sharing that person’s documents. | Which country, income, liability and signature conditions apply to the guarantor? |
Send protected copies through a verified channel
Use KopieID (identity-copy app) to hide fields that are not necessary and to add a watermark. Do not put unprotected identity documents, payslips, bank statements, or signatures in social-media attachments. Ask why a full copy is needed. Delete temporary sharing links after the decision. Keep the evidence truthful; hide only information that you may lawfully redact.
Check what income the landlord accepts
A requirement such as three times the rent is the landlord’s affordability policy; the multiple can differ by provider. Ask for the advertiser’s written calculation and check exactly which income counts before you decide whether you qualify. Use the questions below to check your income, identity, and any alternative evidence.
Wide tables can be scrolled sideways.
| Criterion | Details to check | Question to ask |
|---|---|---|
| Income multiple | Gross or net income, monthly or annual basis, holiday allowance, partner share and permitted benefits | What exact formula and minimum apply to this home? |
| Employment | Permanent, temporary, probationary, agency, foreign-employer or self-employed income | Which documents and history does this provider accept? |
| Identity or residence document | Which document the provider accepts as proof of identity | Which fields are needed? Nationality or origin must not be used as a discriminatory filter. |
| Guarantor | Whether a guarantor is accepted and any residence, income or contract conditions | What liability would the guarantor take on, and when are their documents needed? |
| Savings or advance payment | Whether savings or advance rent are accepted as evidence | Would this change the income assessment? Verify the home and written terms before considering any large transfer. |
A huisvestingsvergunning (housing permit) is required by some municipalities for social or middle-rent homes. The local conditions may include income, household size, or a connection with the region. Ask your municipality which rules apply to your address; for one local example, see Amsterdam’s housing-permit rules.
If a provider rejects your income or guarantor, try another route, budget, area, or provider. Keep your evidence truthful.
Check routes for students and adapted housing
If you study, need an adapted home, or receive employer support, check these routes along with your other searches. Each provider sets its own conditions; confirm availability before you rely on an offer.
Wide tables can be scrolled sideways.
| Situation | Route | Limit |
|---|---|---|
| Student | Register through SSH (student housing corporation) registration or the relevant provider; check institution-reserved housing | In October 2026, SSH lists a one-time €35 registration fee through ROOM (student housing registration platform) for Long Stay. Allocation uses registration time. |
| Accessible or adapted home | Tell the corporation the necessary features and ask the municipality about Wmo support, urgency or a suitable-home label | Conditions may include a Wmo decision or care indication. Ask the corporation which applies and request an adjustment if needed. |
| Employer or relocation support | Ask whether the employer, landlord or you hired the agent and who signs the tenancy | Clarify fees, term, address registration and what happens if employment changes before accepting. |
| Furnished Short Stay or temporary offer | Use the provider or educational institution’s own booking route and check the exact eligibility and period | Ask about the total price, any fixed departure date and the address-registration route. Check availability before relying on it as temporary housing. |
SSH’s Long Stay and Short Stay comparison explains the separate registration routes. Short Stay uses first-come booking on specific dates and requires approval from your educational institution. Long Stay uses registration time and may include an introduction night or a viewing. Check availability in both systems.
A label such as “student,” “expat,” “short stay,” or “accessible” gives too little information to decide whether you qualify or when you must leave. Check the draft contract and ask the municipality about registration and permits before you pay.
Check for rental scams
The Fraudehelpdesk (fraud advice service) explains how scammers copy real listings or arrange viewings in homes they briefly control. Check the person, the property, and the payment separately. Access to a home, a key, or a company logo alone does not prove the right to rent it out.
Wide tables can be scrolled sideways.
| Signal | Independent check | Action |
|---|---|---|
| Price is unusually low or you must decide immediately | Compare similar bare and total rents; search the address and photos | Take time to verify the offer. Keep your money until the checks are complete. |
| Owner is abroad, avoids live questions or uses only messaging | Contact the agency using the number on its own website. Ask for evidence that it may rent out the home. | Do not rely on an emailed passport or company logo. |
| Photos, address or description appear elsewhere | Use Street View (street-level images) and reverse-image search. Search the name and address with “review,” “complaint” or “scam”. | Ask the platform and genuine advertiser whether the listing is authorised. |
| Deposit, rent, key fee or mediation fee requested before verified terms | Compare payee, account holder, contract party and agent role | Do not transfer to an unrelated person, cash service or crypto wallet. |
| Full identity and bank documents requested before basic property details | Ask why each field is needed and verify the secure upload domain | Share only the necessary protected documents, or stop the application. |
| Viewing or key looks convincing but authority is unclear | Confirm the unit, current occupier where appropriate, landlord or manager and written authority to rent it out. | A key or viewing proves access; check the right to rent out the home separately. |
If you paid someone you suspect is a scammer, contact your bank and ask whether it can stop or trace the payment. Save the listing, messages, account details, documents, and receipts. Report it to Fraudehelpdesk and notify the platform. The politie (police) fraud-reporting guidance explains how to make a report.
If you shared identity documents with someone you suspect is a scammer, contact Fraudehelpdesk for advice. For suspected misuse, follow the official identity-fraud steps. They explain evidence, contacting your bank, police reports, and help from Centraal Meldpunt Identiteitsfraude (CMI, Central Identity Fraud Reporting Centre).
Fix common problems when searching for a rental
Find the route below that fits your problem. Save the listing, the criteria, any messages, the rejection, invoices, and proof of payment, because you may need them to explain what occurred.
Wide tables can be scrolled sideways.
| Problem | First route | What that route can address |
|---|---|---|
| No selection method or no required reason after rejection | Ask the landlord or agent in writing, then use the municipality’s meldpunt goed verhuurderschap (good-landlordship reporting point) | Clear selection and objective criteria. Corporations using an allocation system do not owe an individual rejection explanation; check the portal’s ranking and complaint procedure. |
| Suspected discrimination or prohibited questions | Municipal reporting point or anti-discrimination service; the College voor de Rechten van de Mens (Netherlands Institute for Human Rights) can assess an individual complaint | Landlords may not use these personal characteristics to discriminate: origin, religion, political belief, sexual orientation, disability or health. |
| Landlord-agent fee, key money, excessive deposit or intimidation | Refuse or challenge in writing; report good-landlordship conduct to the municipality and seek legal advice for repayment | The municipality can act on landlord conduct. Get legal advice about recovering money; court action may be needed. |
| Possible excessive regulated rent, wrong points or service charges | Huurcommissie Rent Check and, where applicable, the municipality | Rent, points and service-charge disputes. Ask the landlord about the selection decision separately. |
| Suspected fake listing or payment fraud | Platform report, bank, police and Fraudehelpdesk | Remove the listing, preserve evidence and pursue fraud action. |
Under the official rental-selection rules, relevant questions are allowed about contact details, household composition, net monthly income, income evidence, and current rent or a landlord statement.
For selection purposes, landlords may not ask about ethnic or cultural background, religion, political preference, sexual orientation, or physical or mental health. If you need an accessibility adjustment, you can still request one.
Housing corporations are required to investigate requests for effective adjustments related to disability. If an adjustment is necessary and falls under this duty, they must provide it, unless doing so would place a disproportionate burden on them. If they refuse for that reason, they must investigate it properly. College’s housing-accessibility guidance sets out how requests and the burden assessment work.
Structural or housing-technical adaptations (Bouwkundige of woontechnische aanpassingen) do not fall under this specific adjustment duty. Article 6c’s housing-adaptation exclusion establishes that boundary. For those kinds of changes, ask your municipality about the Wmo home-adaptation route.
Review the contract and collect the keys
Check these terms before you accept the offer, and keep the records listed. Keep checking even after you receive a selection email.
Wide tables can be scrolled sideways.
| Step | Verify | Keep |
|---|---|---|
| Written offer | Exact unit, approved occupants, start date, bare rent, service and utility advances, deposit, furniture and any fee | The advertisement and complete written offer. |
| Landlord and agent | Legal name, contact details, permission to rent out the home and who the agent represents | Company and payment details plus the agent’s written role. |
| Draft contract | All promised terms and the point calculation; no blank fields or later side agreement | Reviewed draft; use the rental-contract guide for the contract decision. |
| Payment | Signed terms, matching payee and due dates; check the deposit limit below | Bank receipt and invoice; avoid cash. |
| Check-in and keys | Condition report, dated photos, inventory, meter readings, key count and recorded defects | Signed check-in record and copies stored outside the landlord portal. |
| After handover | BRP address, utilities, insurance and first payment schedule | Registration and service confirmations; budget other costs with the cost-of-living guide. |
If a contract was agreed on or after 1 July 2023, the deposit may be no more than 2 months’ bare rent. For instance, a new contract in 2026 with a monthly bare rent of €900 permits a deposit of up to €1,800. Service charges do not count in that calculation. For contracts agreed before 1 July 2023, the cap is 3 months’ bare rent. Key money is not allowed.
Before paying, read the final contract, sort out any contradictions, and confirm who the payee is. If someone promises that the contract will come later, those checks are not complete. Pay by bank transfer, or keep proof of payment. Also keep the handover report and photos.
Register at the address where you are living
If you are moving to the Netherlands for longer than 4 months, you have to register in the BRP within 5 days after you arrive. You register at the address where you live. A room may also serve as your registered home: sharing facilities does not take away the obligation to report your address.
There are exceptions to the 5-day deadline. If you do not have valid residence status and are waiting for a residence permit you need, you can register at a later time. If you are unable to prove your identity, you may wait for the municipality to investigate. Ask your municipality what steps apply to your situation.
If you move later, report it to the municipality where you are going to live. In BSN and municipality-registration guide, check what evidence it requires and its timing rules.
Warning
Before you pay, check an offer of “no registration”.
Ask the municipality if the room or unit, the number of people living there, and the permits allow you to live and register at that address. Give your real address. If the municipality cannot confirm the address, clear up the reason before you sign or pay. address-registration problems guide covers investigations and corrections.
When the checks on the home, landlord, costs, contract, and registration are all clear, follow the payment and handover dates you agreed on. If one of the checks fails, request evidence or a correction before moving forward. When you apply, check subscription prices, annual limits, and local allocation rules again.
