The Participation Declaration Process (PVT)

The municipality explains whether the participation declaration process applies and how to finish it locally. Check the relevant law, required activity, and deadline in your plan.

Understand the programme

The participation declaration programme introduces values such as equality, freedom of belief and expression, and respect for others. You attend the municipality’s programme and sign the declaration at the end; this is not a computer exam. Under the 2021 system, the programme lasts at least 12 hours and includes an activity or visit.

Check your law and deadline

PVT rules depend on when your integration duty started and your status. Under the 2021 law, the deadline is generally three years from the day after the date on the first personal plan. Under the 2013 law, it is generally one year from registration with the municipality for people whose duty began on or after 1 October 2017.

Attend and confirm completion

Follow the invitation for dates and location. After you sign, the municipality reports completion to DUO; the record can take about three weeks to appear in Mijn Inburgering. If it remains missing, ask the municipality whether the signature was submitted.

Ask early if the invitation is missing or you need more time

Contact the municipality where you are registered, especially under the one-year 2013 deadline. Ask for the local arrangements and keep messages or appointment confirmations. In 2026, PVT is free under the 2021 law; under the 2013 law, the listed fee is €150 for people without asylum status and free for asylum-status holders. Late completion can have separate consequences, so check official guidance for your case.
