What Dutch levels did the first 2021-law cohorts reach?
The first published completion figures describe a defined cohort under the 2021 law. Read the group and reporting period before drawing conclusions about outcomes.
Read the group definition
Among the 2022 status-holder cohort that had completed by end-2025, 45% passed all language exams at B1 and/or B2, and 76% passed at least A2. The figures exclude people temporarily exempted or whose obligation ended.
Do not read this as a prediction
These are outcomes for people who had completed, not the chance that any individual learner will reach a level. Route, time in the programme and who is included affect the comparison.
Check for updates
CBS publishes tables and a dashboard with provisional figures. Look at the cohort, measurement date and status definition before comparing another publication.
Read the denominator before comparing
Check whether a percentage describes everyone who started, only people who completed, or another selected group. Also note when the data were collected and how an exam level was counted. A later publication may include more of the original cohort and change the proportion without changing any individual learner’s result.
